Tesa turning to jelly?!

I mixed 10mg tesa with 2ml sterile water last night and injected some. Pulled it out tonight and it's completely gelled. What's the correct pH?
 
The manufacturer got that from the FDA for prescription Tesamorelin (2mg vials). That's just because each vial is one dose, not because the drug can't be stored safely. That wouldn't apply to our 10mg vials. Tesa should be good for 2 weeks in the fridge if it's not exposed to light or shaken. They say to mix 2mg with 0.5ml diluent, so for 10mg, 2.5ml of sterile water at the right pH is good. Less diluent can cause gelling.
