Whoever filled the vial that feels stronger may have put in a little extra, which shifts the concentration after reconstitution. It comes up now and then in other posts. So, especially when reconstituting, check the paperwork (if you trust it) to see if vials run slightly over or under filled. Some overfills I've encountered changed dosing meaningfully. If it's a big overfill, a bit extra bac water may be needed to get your doses right. Anyway, likely an overfill.
