I found this older study from 2006 about applying aminophylline cream to try and reduce fat directly on the waist: https://dom-pubs.pericles-prod.literatumonline.com/doi/10.1111/j.1463-1326.2006.00600.x. It seems like it had some positive effects, at least according to the study.

I'm interested in aminophylline because I'm not really trying to lose a ton of weight, I just want to change where the fat is stored (and keep my muscle, of course). Getting my hands on aminophylline might be tricky. I'd probably test it out while eating at maintenance calories to see how it affects fat, given that a lot of the research out there focuses on women who are actively dieting.
